Russia and African States Agree on New Strategic Cooperation Plan for 2026-2029
African and Russian foreign ministers have concluded talks in Moscow with agreement on a comprehensive cooperation plan aimed at expanding trade, environmental protection and diplomatic engagement between Russia and African nations from 2026 to 2029.
The joint action plan was announced after three days of high-level discussions, where participating African foreign ministers emphasised the importance of strengthening economic ties with global partners while safeguarding the continent’s developmental priorities.
According to Russia’s Foreign Ministry, the pact covers expanded trade relations, infrastructure development, agricultural cooperation and coordinated efforts on environmental conservation, particularly in climate-vulnerable regions across the continent.
African diplomats said the agreement underscores a shared commitment to addressing food security and economic resilience through mutually beneficial partnerships. General trade frameworks under discussion include enhanced market access for African commodities, technology exchange, and increased Russian investment in key sectors such as energy and mining.
Critics of the agreement worry that deeper ties with Moscow could complicate African nations’ relations with Western partners, especially given geopolitical tensions stemming from Russia’s actions in Eastern Europe.
African foreign ministers stressed the cooperation plan was crafted to “respect the sovereignty and development agendas of African states,” while seeking practical outcomes that benefit citizens across the continent.
The ministers agreed to meet annually to review progress on the implementation of the plan, signalling a long-term intent to institutionalise the partnership.
