 Somalia minister urges democratic path forward

Somalia’s ports and marine transport minister, Abdulkadir Mohamed Nur, has urged political actors to embrace democratic participation over conflict, saying the country is moving towards a one-person, one-vote electoral system.

Speaking at a forum in Ankara, Nur said Somalia’s political reforms aim to replace clan-based power-sharing with a system rooted in popular participation. “Those who want to participate in politics must choose the path of the ballot box, not war,” he said.

Nur praised Türkiye’s role in Somalia, saying no international partner had contributed to the country’s development in such a comprehensive manner. He expressed confidence that the arrival of a Turkish drilling vessel would support economic growth.

Outlining electoral reforms, Nur said Somalia’s previous 4.5 clan-based indirect system excluded ordinary citizens from direct political participation. Reforms introduced in 2016 and 2022 have expanded participation, he said, creating a pathway towards universal suffrage.

Nur accused unnamed countries of financing disinformation campaigns aimed at damaging Somalia’s image. He said positive developments in security and trade were often overlooked.

Turning to offshore energy, Nur said Somalia had previously reached agreements with Western companies that failed to materialise. The agreement with Türkiye covers three offshore blocks.

Nur acknowledged resistance to the reforms from some political figures.
