Namibian MPs call for review of former presidents’ benefits
Members of parliament say the benefits presidents receive after retirement need to be revisited./other
Namibian members of parliament are calling for a review of benefits given to former presidents after reports that former president Sam Nujoma amassed a personal wealth of at least N$100 million, including a N$43 million mansion renovated using state funds.
Former heads of state receive a pension under the 2004 Former Presidents’ Pension and Other Benefits Act, along with a residence, staff, travel benefits, security personnel and cars. Nujoma, Hifikepunye Pohamba and Hage Geingob all opted for retirement residences renovated at state expense.
Landless People’s Movement MP Eneas Emvula said the benefits are unacceptable given the high poverty levels in the country.
“The law exists that allows this to happen. But the existence of the law does not make it right to accumulate so much wealth,” he said.
Emvula called for a review of the law, including the definition of a dependent child, and suggested official residences be transferred to successive heads of state rather than becoming private property.
Independent Patriots for Change MP Imms Nashinge said while the benefits are legal, some may not be reasonable.
“The salary is big already and is not taxed. Why should we come back and renovate your house, renovate your farm?” he said, though he added that generous benefits help discourage corruption.
Political commentator Ben Mulongeni said guaranteeing former presidents a high quality of life helps ensure they leave office willingly, comparing Namibia to other African countries where leaders refuse to step down, fearing prosecution.
Political analyst Sam Kauapirura said there is nothing wrong with remunerating former heads of state based on the responsibilities they held, adding that once benefits are lawfully acquired, they become private property protected under constitutional rights.
The government did not immediately respond to the criticism.
