Rwanda and US AI company Anthropic have signed a three-year memorandum of understanding to bring AI technology to Kigali’s education, health and public sector systems, the information and communications technology and innovation ministry said.

“This partnership with Anthropic is an important milestone in Rwanda’s AI journey. Our goal is to continue to design and deploy AI solutions that can be applied at a national level to strengthen education, advance health outcomes, and enhance governance with an emphasis on our context,” said Minister Paula Ingabire.

Anthropic said the agreement represents its first formalised multi-sector partnership through a government memorandum of understanding on the African continent, building on an education partnership announced in November 2025.

The collaboration spans three areas, including supporting the Health Ministry’s national goals such as eliminating cervical cancer, reducing malaria and maternal mortality.

The memorandum formalised the fall education agreement that included 2,000 Claude Professional licences for Rwandan educators, AI literacy training for public servants, and deployment of a Claude-powered learning companion across eight African countries.
