Sierra Leone’s parliament has approved a constitutional reform bill aimed at overhauling the electoral system ahead of the 2028 presidential election in the country.

The bill, backed by the ruling Sierra Leone People’s Party (SLPP), was passed on Monday by a simple majority of lawmakers present, according to Parliament Speaker Segepoh Solomon Thomas. No voting figures were released.

Lawmakers from the main opposition All People’s Congress (APC) walked out of the session after unsuccessfully arguing that the reforms required a two-thirds majority for approval.

The reforms would lower the presidential election threshold from 55% to a simple nationwide majority. A candidate would also need to secure at least 20% of the vote in two-thirds of the districts to avoid a runoff.

The bill introduces proportional representation for legislative elections and establishes a 30% quota for women in political leadership positions. It also requires the president to consider regional balance, gender equality and minority inclusion when making political appointments.

The SLPP says the reforms would strengthen democracy while reducing the cost, political tensions and security risks associated with presidential runoffs. The APC opposes the reduction in the threshold, arguing that the existing 55% requirement encourages candidates to secure broader national support.

President Julius Maada Bio, who is serving his final term and cannot contest the 2028 election, had urged lawmakers on Sunday to pass the bill. The bill’s next constitutional and legislative steps were not specified in the information provided.
